Terms of Use

These terms govern use of TLC's public corporate website and public resources, unless a specific service or platform states separate contractual terms. TLC Academy and the Public Policy Platform may have separate user or service terms.

1. Using the Website

You may use public website material for lawful information, research, learning, reference and professional use, subject to the intellectual-property, licence and attribution conditions described below.

2. Legislative & Public Information

TLC may organise, summarise, explain or link to information sourced from legislatures, government institutions and other authoritative sources. Where a question requires an authoritative legal, parliamentary or procedural position, you should consult the underlying official source. TLC clearly attributes third-party and official material where it is used.

3. Ask Parliament / Automated Assistance

Where AI-assisted or automated tools are provided, responses are information and research assistance. Answers identify supporting sources where available. Automated output may contain errors or omissions, and does not replace the authoritative text of legislation, Standing Orders, official rulings or institutional decisions. Review cited official sources before relying on an answer for a high-stakes decision.

4. No Professional Relationship Created Automatically

Use of general website information does not by itself create an adviser-client, advocate-client, consultant-client or fiduciary relationship with TLC. A professional assignment begins only through an agreed engagement.

5. Intellectual Property

TLC retains rights in original website design, commentary, publications, learning material, templates, graphics, database organisation and software/interface content, except where material belongs to another rights holder or is otherwise licensed. Official documents remain subject to their underlying legal/rights-holder status.

6. Downloads & Templates

A resource's own stated licence governs its permitted use. Unless expressly permitted, you should not:

  • remove attribution
  • falsely represent TLC material as your own
  • commercially resell TLC proprietary material
  • alter material in a way that falsely implies TLC endorsement

7. Acceptable Use

You must not:

  • attempt unauthorised access
  • interfere with site operation
  • upload malware
  • circumvent access controls
  • use automated methods in a manner that degrades availability
  • submit unlawful or abusive content
  • impersonate another person
  • misuse personal data obtained through public pages

8. Automated Collection

Ordinary indexing by legitimate search engines is permitted through our published technical rules. Large-scale automated extraction, database replication, or use that materially interferes with TLC systems may be restricted. Any API or bulk-data access should operate through specifically authorised interfaces where provided.

10. Availability

TLC may maintain, update, correct, suspend or modify public website features where necessary. Historic URLs are redirected or archived responsibly where practical.

11. Corrections

TLC provides a route for users to report inaccurate legislative metadata, broken official-source links, publication errors, or accessibility issues -- see Report an Accessibility Problem on our Accessibility Statement, or contact TLC directly. Corrections to verified public information are auditable internally.

12. Governing Law

These Terms are governed by the laws of Kenya.
