Independent
Objective technical judgement grounded in evidence and institutional context.

The Legislative Centre · Established 2016
The Legislative Centre is an independent knowledge and professional-services institution working at the intersection of legislature, public policy, governance, evidence, participation and institutional development.
Institutional identity
TLC helps organisations understand complex issues, structure credible responses, develop policy and legislative instruments, produce evidence, strengthen institutional systems, engage stakeholders and the public, build professional capability, and convert knowledge into practical institutional action.
Institutional position
2016 → Today
TLC was established in 2016 and has evolved from a specialist legislative and professional learning organisation into a multidisciplinary institution working across legislature, governance, policy, research, public engagement, institutional reform and digital public-affairs infrastructure.

Outputs designed for decisions, implementation and practical use.
Professional expertise supported by knowledge resources, learning and digital systems.
Our approach

Clarify the mandate, problem, evidence and decision point.
Define workstreams, responsibilities and outputs.
Bring together evidence, institutions and relevant stakeholders.
Produce usable advice, instruments, reports, systems or learning.

What makes TLC distinct
The institution combines specialist depth, practical delivery and tools designed for actual institutional use.
Specialist understanding of legislative processes, public policy, regulation and institutional governance.
Support from diagnosis through research, design, drafting, participation, validation and implementation.
Frameworks, manuals, templates, workflows and systems intended for actual institutional use.
Approaches adapted to mandate, jurisdiction, users and institutional environment.
Leadership & expertise
TLC's model brings together core institutional leadership, subject specialists, jurisdictional expertise and technical/delivery support -- assembled around each assignment rather than fixed as a single standing team. Not every specialist is a permanent employee.
Vision
Public institutions equipped to make credible, informed and accountable decisions.
Mission
To strengthen legislature, public policy and governance through specialist advice, evidence, learning, practical tools and institutional systems.
